Charitable contributions to the Region 6 Adult Protective Services Advisory Board (also referred to as the Region 6 APS Advisory Board or “Board”) are generally considered final once accepted.
We recognize, however, that exceptional circumstances may justify returning a donation. This policy describes how the Board considers requests for refunds.
When a Refund May Be Considered
The Board may consider a full or partial refund when circumstances such as the following occur:
- a donation was made in error;
- an incorrect donation amount was entered;
- a duplicate donation was made;
- a donation was made without the donor’s authorization;
- a technical or payment-processing error resulted in an unintended transaction;
- the Board determines that it cannot accept or appropriately administer the gift or an agreed restriction associated with it; or
- other exceptional circumstances make a refund appropriate in the Board’s judgment.
Refunds are not guaranteed and are considered individually based on the circumstances of the donation, applicable law, payment-provider requirements, and the Board’s financial and administrative obligations.
Requesting a Refund
To request a refund, please contact the Board as soon as reasonably possible at apshouston6@gmail.com.
Please provide enough information for us to locate the transaction, such as:
- the donor’s name;
- the email address associated with the donation;
- the approximate date of the donation;
- the donation amount;
- the transaction number, if available; and
- a brief explanation of the reason for the request.
Do not send credit card numbers, bank account numbers, passwords, or other payment credentials by email.
The Board may request additional information reasonably necessary to verify the transaction or the identity or authority of the person requesting the refund.
PayPal Donations
Online donations initiated through the Board’s website are currently processed through PayPal.
When the Board approves a refund of a PayPal-processed donation, the refund will ordinarily be initiated through PayPal and returned using the payment method or process available through PayPal for that transaction.
The timing and method by which refunded funds become available to the donor may depend on PayPal, Venmo, the donor’s financial institution, card issuer, or other payment provider and are outside the Board’s control.
Transactions involving unauthorized use, disputes, chargebacks, or other payment-account issues may also be subject to PayPal’s applicable procedures and policies.
Tax Acknowledgments
If a charitable contribution is refunded, any acknowledgment or receipt previously issued for the refunded amount should no longer be relied upon as evidence of a charitable contribution to the Board.
A donor who has claimed or intends to claim a tax deduction for a contribution that is subsequently refunded should consult the donor’s own tax adviser regarding any reporting or correction that may be required.
The Board does not provide individual tax or legal advice.
Other Payments
This policy applies to charitable donations. Payments for event registrations, sponsorship benefits, goods, services, or other transactions involving something of value provided in return may be subject to separate terms communicated in connection with the applicable activity.
